Utilitarianism again

Hi miss I have a few things that I am unsure of about utilitarianism Rule utilitarian- maximising pleasureo r maximising happiness Is Mill a rule utilitarian because he says that as a rule we should strive for actions that will bring about higher pleasures. How would you link idea of higher and lower pleasures and the pig quote to a question? Would Mill say we should do the activity that brings the greatest amount of higher pleasure, as opposed to an action that brings about lower pleasures? Would he say that the right thing to do is always the higher pleasure as it will lead to the greatest happiness When talking about utilitarianism as a whole can you criticse things that Bentham falls short on that Mill doesn't, because surely it would not make sense ot criticise something Mill picks up on?
